Order 8 state banks to issue urgent measures to remedy the impacted by the earthquake, including debt breaks, reduced interest and emergency loans, and accelerated payment of claims to customers in the disaster area.
Mr. Anukul Pruksanusak Deputy Speaker of the Prime Minister's OfficeDisclose that public financial institutions are urgently issuing support measures to those affected by the earthquake. The details of the measures are as follows:
1.Bank of Building Services (GH Bank)Announcement of 7 measures to help customers and people in the earthquake affected areas to suspend debts, reduce interest, lend, repair-build and pay claims. The details are as follows:
1) For existing customers: Reduce installments and loan interest rates for a period of 1 year with a 3-month moratorium and reduce the loan interest rate to 0% per year. The first 3 months and the 4th – 12th months charge an interest rate of only 2.00% per year and reduce installments by 50% of the current installment payment. At the end of the support period, the customer can return to the original loan interest rate.
2) For existing and new customers: Additional loan for repairs or replacement of existing property. Maximum loan amount per individual per collateral is 2 million baht. Interest rate for the first 1-3 months is 0% per year, with no monthly payments required.
3) For NPL customers whose collateral has been damaged, a debt restructuring plan is available for a period not exceeding 1 year and 6 months. The interest rate will be 0% per year for the first 6 months, with no installment payments required. From months 7-18, the interest rate will be 1.00% per year, with monthly installment payments no less than the monthly interest. Upon completion of the debt restructuring period, the original interest rate applicable before this measure was implemented will be reinstated.
4) For NPL customers affected by income disruption, a debt restructuring period of up to 1 year is available, with a 0% interest rate per year for the first 6 months and monthly payments of only 1,000 baht (reducing the entire principal). From months 7-12, the interest rate will be 1.00% per year, with monthly payments no less than the monthly interest plus 100 baht. Upon completion of the restructuring period, customers will revert to their original interest rate as before applying this measure.
5) For customers with normal account status and NPL status who have died or become permanently disabled, the interest rate of 0.01% per annum shall be paid over the remaining period (case by case).
6) For customers, the normal account status and NPL status, if the entire residence is damaged and cannot be repaired, shall be free of debt in respect of the building price and shall be repaid only in respect of the remaining land (determined on a case-by-case basis).
7) Consider providing a Fast Track claims processing option for customers with residential fire insurance policies covering natural disasters from the insurance company selected by the bank. Expedited claims payments will be considered and made on a case-by-case basis for all affected customers. Policyholders can report damages using photographs, with payments based on actual damages up to a maximum of 20,000 baht.
Loan applications can be submitted at any GHB branch until December 30, 2025. Customers wishing to apply for the "Natural Disaster Relief Measures of the Year..."For measures 1-4, applications can be submitted at GH Bank branches until December 30, 2025. For measure 5, applications can be submitted at GH Bank branches from March 29, 2025 onwards. 2. The Small and Medium Enterprise Development Bank of Thailand (SME Bank)Measures have been implemented to suspend principal and interest payments for 12 months and to allow for business repair and recovery. Details are as follows:
1) The “moratorium on principal and interest” measure
For bank customers who are directly and indirectly affected in the disaster area as required by the government to help reduce the burden of expenses by suspending the repayment of principal and interest for the term loan group up to a maximum of 12 months. The working capital disbursement agreement for promissory note (P/N) and factoring loans can extend the payment period of the promissory note for up to 180 days and can be suspended for interest payments.
2) “Restore emergency capital for rehabilitation” measures for existing customers directly affected with establishments located in disaster zones as required by the government to have an emergency loan line to restore the business only before the loan limit of 10% of the original limit of 30,000 baht, up to 200,000 baht (natural persons up to 100,000 baht and juristic persons up to 200,000 baht), interest rate of MLR per year, loan period of 3 years, free of principal payment for 12 months, no collateral required, except for fees.Reduce the process of delivering documents to help customers directly affected as a matter of urgency.

3. Small Industry Credit Guarantee Corporation (TCG)Issue a 6-month fee suspension for customers and 3 installment payments for debtors. The details are as follows: 1) Measures to help customers. 6 months suspension of fees and guarantee management fees for SMEs, TCG customers that is due to pay the guarantee fee and guarantee management fee from March 28 – April 30, 2025 2) Measures to help debtors 3 installment breaks for TCG receivables (SMEs at TCG Pay compensation insurance) that is in the process of repaying the debt restructuring plan.And as long as you are not in default on your loan payments, you can apply for a loan deferment from March 28th to April 30th, 2025. 4. Export-Import Bank of Thailand (EXIM BANK)Issue measures to replenish liquidity - ease interest - suspend debt. Details are as follows:
1) Support measures for short-term loans include extending the promissory note period up to 180 days, increasing the temporary revolving limit up to 20% of the original revolving limit up to 2 million baht by using the original interest rate, changing the short-term debt obligations to long-term debt obligations, and repaying up to 3 years.
2) Assistance measures for long-term loans include extending the loan term up to 7 years, reducing the interest rate by 0.5% in the first year, or paying only 50% of the interest for the first 6 months, suspending principal repayments for up to 1 year, and topping up the loan amount to cover any damages incurred.

5. Bank for Agriculture and Agricultural Cooperatives (BAAC)Arrange an emergency-recovery loan for a total amount of 20 billion baht. The details are as follows: 1) Loan program for emergency expenses up to 50,000 baht per person 0% interest rate for the first 6 months of the 7th month MRR rate (currently MRR is 6.725%) 2) Rehabilitation and Quality of Life Loan Project, limit of no more than 500,000 baht per person, MRR interest rate minus 2% per year. ลูกค้าเดิมและลูกค้าใหม่ : สามารถขอสินเชื่อ เพื่อซ่อมแซมที่อยู่อาศัยหรือฟื้นฟูกิจการ วงเงินสูงสุดไม่เกิน 5 ล้านบาท อัตรากำไรต่ำสุดร้อยละ 1.99 ในปีแรก และระยะเวลากู้ยืมไม่เกิน 20 ปี
8. ธนาคารกรุงไทย จำกัด (มหาชน)
1) มาตรการแบ่งเบาภาระลูกค้าสินเชื่อปัจจุบัน ลดค่างวดร้อยละ 75 ของค่างวดปัจจุบัน (ชำระเพียงร้อยละ 25) เป็นระยะเวลา 1 ปี โดยลูกหนี้บ้านและ SMEs คิดอัตราดอกเบี้ยคงที่ร้อยละ 0 ต่อปี เป็นระยะเวลา 3 เดือน หลังจากนั้นคิดดอกเบี้ยคงที่ร้อยละ 2.5 ต่อปี เป็นระยะเวลา 33 เดือน
และ ลูกหนี้บุคคล คิดอัตราดอกเบี้ยคงที่ร้อยละ 4.5 ต่อปี เป็นระยะเวลา 3 ปี
2)มาตรการสินเชื่อเพื่อกู้ ซ่อมบ้าน/กู้ ฟื้นฟูกิจการ
